For three years, the biggest food story near State Farm Stadium has been a restaurant that doesn't exist yet. The José Andrés seafood concept planned for VAI Resort was supposed to open in 2023, then late 2025, then sometime in 2026. As of last fall, VAI officials told reporters they were "not ready to provide a specific opening date." Meanwhile, on a nine-acre lot at 91st Avenue and Cardinals Way that almost nobody was talking about, a strip center with a dental office and a nail salon quietly signed nine confirmed tenants and is closer to opening its doors than the resort's marquee restaurant ever got.
That's the real shift happening in Glendale's stadium district this fall. It isn't the splashy anchor everyone assumed would define the neighborhood. It's the unglamorous stuff that shows up on time.
The Corner Everyone Drove Past
Shops at the Cardinal broke ground on April 15, 2025, at the southeast corner of 91st Avenue and Cardinals Way, a few minutes' walk from the stadium, Desert Diamond Arena, and Tanger Outlets. It's a $20 million, nine-acre project designed by RKAA Architects with The Renaissance Companies as general contractor, and by the time it broke ground it was already nearly fully leased, with only 1,200 square feet still available.
The tenant list reads less like a tourist attraction and more like a neighborhood that expects people to actually live there:

Add a still-unnamed Mexican sushi concept and a nail salon and spa, and you have a center built around drive-thrus, quick lunches, and errands, not game-day tailgates. Build-outs were expected to start in late 2025 with grand openings anticipated in early 2026. If that holds even loosely, most of this lineup will be serving customers well before the Cardinals' home schedule gets heavy again in November.
The distinction matters. Westgate itself was built as a destination, and it still functions that way, with more than 20 restaurants and retailers including Yard House, Salt Tacos y Tequila, Kabuki, and the state's largest AMC Theatres, plus a slate of more than 250 events a year. Shops at the Cardinal is something different: a corner built for the person who lives two miles away and needs coffee on a Tuesday morning, not a visitor flying in for a concert.
The Anchor That Keeps Missing Its Own Deadline
VAI Resort broke ground near State Farm Stadium with a 60-acre footprint and a headline-grabbing promise: a Mediterranean seafood restaurant from chef and humanitarian José Andrés, reportedly called Bar Mar. The original target was a late-2023 opening.
That date slipped to phased openings in "late 2025." Then the estimate shifted again to sometime in 2026.
"Not ready to provide a specific opening date."
That's what VAI officials told reporters as of last fall, and no firmer timeline has surfaced since. For a resident who has watched the site's lounges and dining renderings circulate for years, the gap between announcement and reality has become its own kind of local landmark.
The contrast with Shops at the Cardinal is almost too clean. One project is a celebrity chef's Arizona debut inside a resort still under construction. The other is a strip mall with a Starbucks. Right now, the strip mall is winning.
Olive Avenue Is Doing Its Own Thing
The stadium district isn't the only part of Glendale adding new places to eat. A few miles south, on Olive Avenue, restaurateur Omar Alvarez opened Paquimex this spring at 5149 W. Olive Avenue. It's a fast-casual spinoff of his existing Tortas Paquimé concept, built around streamlined versions of dishes rooted in his hometown of Casa Grandes, Chihuahua, with an expanded alcohol menu that the original torta shops don't offer.
Alvarez's group, TPQ Foods, has said a second, more upscale restaurant called Magdaleña, built around wood-fired cooking, is planned to follow a few months later. Neither project depends on stadium foot traffic or tourism dollars. Both are bets by a local operator that Glendale residents want more sit-down and fast-casual options on a corridor they already drive every day.
Line that up next to Shops at the Cardinal and a pattern starts to look less like coincidence. The projects gaining momentum right now are the ones built around daily habits, not major events.
The Schedule Quietly Rewrites Your Fall
If you live near the stadium, you probably assume football season means every Sunday from September through January comes with traffic and parking headaches. The Cardinals' own 2026 schedule release complicates that assumption.
The team plays six of its first nine games on the road, including the season opener at the Los Angeles Chargers. The home opener doesn't land until Week 2, on September 20, against the Seattle Seahawks. From there, the confirmed home dates on record so far look like this:

According to the team's own schedule release, six of the Cardinals' last eight games of the season are at State Farm Stadium, including the final two, against the Raiders and the 49ers. The bye week doesn't come until Week 14, late in the year.
Put plainly: the crunch most residents brace for every September is lighter than usual this year, and the real congestion stacks up in November, December, and the first days of January instead.
When the Congestion Actually Stacks Up
That back-loaded schedule doesn't happen in isolation. Westgate's own event calendar runs heaviest in the same window, with a holiday ice rink and fan-experience programming layered on top of the district's regular live music and community events. On any Desert Diamond Arena or State Farm Stadium event day, parking lots around Westgate switch to paid status during specific hours, a detail the district posts on its own events page for exactly this reason.
None of that is dramatic on its own. What's useful is knowing it's coming.
